• Yes you can reply to messages. No will not use your data when off Wi-Fi.

• you can reply to text or start a new one. Don't understand the second part of your question. Unless your watch model also has mobile connectivity your watch needs to be connected via bluetooth or wifi to get notifications from your phone otherwise your watch will get nothing.
