“Verizon Gusto 3 was activated at time of purchase at Best Buy, but I did not add minutes to it immediately. I have tried repeatedly to add minutes from my prepaid card and cannot do this. Verizon does not recognize the phone number assigned by Best Buy”

Go back to your Best Buy store and ask for assistance. I had no problem getting help after the sale with an item I purchased there.
