• You have to have an internet connection for the hub to work. It communicates with the Samsung cloud to control devices, IFTTT, verify authorization, etc.

• I'm not so sure it won't work. The other answers seem to assume that if you lose your internet connection you also lose your local wifi network, which is not true. Your local network would still function, so the hub could still work with your devices.
