“Can someone just plug it in to a normal outlet and it work? I want to buy it for my mother who does not have a smart hub just normal plugs on the walls. So she can control the lighting in the house.”

She will need the Smartthings Hub for this outlet. I only have experience with these since I have a SmartThings hub, but there are some smart outlets that don't require a hub, do a search for Smart Outlet on Best Buy and on the left where it lets you choose filters, choose Hub not needed. It will show you all the different ones that don't need Hub
