If your video card supports 4k and can handle that much throughput than yes the monitor can do it.

If you are going to compete at a high skill level, you need to be at 144hz. Without 144hz, your response time to the images on the screen will be later than those with the 144hz monitor because of the time it takes for the image to refresh on your monitor. These small milliseconds will for sure make a difference in all competitive games.
