• As long as your iPhone or laptop is connected to Wi-Fi in order to connect to the cloud Drive if your app can access the drive it works fine I stream from my cloud Drive to my iPhone and my laptop regularly and watch movies and I can do that away from home as well. I don't use chrome cast as I don't care for Google products so I have no idea if you are able to do it with that, but I would assume if it's plugged into a device with Wi-Fi you could excess it

• It does connect with a Samsung smart TV, so possibly. It is basically a wireless server.

• You can stream from a Laptop, tablet, or phone using Chromecast hooked to the TV. It doesn't matter what kind of drive you have.
