Yes. It has a lock feature in the app that disables the ability to turn on the scooter (See attached image). It does not prevent someone moving it, however it can't be operated.

Yes, but it's useless. You can lock it via the app, but as soon as your phone disconnects from the scooter (connects via BT), it unlocks.
