“My dad is hard of hearing and wears headphones to watch tv. If he has those plugged in, can the rest of the family hear the tv using the remote? That way he can turn his head set up as loud as he needs to and the rest of us can listen at a reasonable volume.”

Yes. In the sound menu, click on "speaker". It gives you the option of turning the TV speakers on or off when the headphone jack is in use.
