Two different topics. 4K Ultra is the resolution which is the next step up from HD and often called UltraHD or UHD. A smart TV will connect to the internet thru your Wifi so you can access Netflix, Amazon, Hulu, etc.

A SMART TV refers to the sets ability to connect (most time via wireless) to the Internet. This provides access to additional programs like Amazon and Netflix Movies. Your Internet connection (download) speed must be above 2Mb per second to "enjoy" the programing. Slower connections will cause the (TV/Movie) programs to stop and start, which will be annoying.
