• This remote works with my Blu-ray player that has apps. It should work with most smart TV's, depending on the brand. It does have codes for many brands of TV's.

• I don't know about the cable box but it works Netflix and Amazon Prime on my Vizio TV. I had to teach a few of the buttons but it works great for me.

• It works with my Samsung smart TV and Samsung Blue Ray player. In any event, you can always use the learning feature to mimic any remote you use.

• You can learn commands to the remote from your tv's remote so yes.
