Hit HOME on your remote on that screen, then enter SETUP on the upper right of the next screen, and you will be there.

We verified that you could enter Setup mode by plugging it into a computer monitor, and still had the same problem with the TV. I solved it by returning this obviously defective product to the store, laughed when the clerk asked me if I wanted another one of the same kind/ brand, and purchased a Panasonic model instead.
