“Does this device have and indicator light when recording or beeps when battery is dead or done recording? I need this for Hearings but cannot have any noise or light flashing in the Hearing procedures>”

Hi Denverbd, Yes, the ICDBX140 recorder has an indicator light and it also has beep sound to indicate that an operation has been accepted. However, you can manually turn OFF the light and beep indicator on the settings.
