Yes it can. It will down scale the picture quality to 1080p however. It will still look fantastic

It should work the same way, however, you made not be able to play 4K movies because your TV isn't able compatible. On the bright side 3D Blu-Ray (if TV is 3D capable, Blu-Ray, DVD movies work just fine. There are nice 4K TVs like the ones I recommended at the bottom. There also good price 4K HDR TVs. I would only recommend Sony, LG or Samsung 4K TVs and maybe a Vizio.
