Does this need draining and window vents? null

It needs no draining or venting. That is the beauty of this device.

A good thing about this machine is no need to drain water unless your going to clean vents and clean out with damp cloth your 8 L Water tray at least once a month or when it gets dirty or smelling narly. You can easily deposit water/ice on very top but be careful not to overfill.

No, neither. The water recirculates from a tank, through the filter where the air blows through, and back to the tank, and so on. It will eventually evaporate all the water into the air and you'll have to add more, not the other way around. It is not an air conditioner so does not need to vent out the window.
