To activate your device you will need internet access. No way around that. Once activated, you can use it with your home local network media servers like plex, emby or similar, you just need wifi (any N or newer access point or router will do). If you have an ethernet model (like the ultra), you can connect with a wire or an SD card. If you have a smartphone with internet access and a lot of data on your plan, you can use it as a hotspot to connect to the internet. It's what I did when the internet was down at a hotel I visited some time ago. But to truly make the most of it, you will definitely need internet access of some sort
