“If I put a Roku stick on a non-smart tv, will I be able to mirror (not stream) another smart TV screen to it? If not what do I need?”

So long as it has an HDMI input it will work. We have them on both of our pre-smart HD TVs (LG & Hitachi). I know they have adapters for non-HD TVs, but I think it will be cheaper to buy a new HD one.
