Yes, before you use with ATT, you need to activate your sim with T-mobile and request for unlock using an inbuilt APP. Once you receive unlock confirmation, you can use with any GSM operator globally.

In order to use it with AT&T it would probably require Tmobile to unlock it. You would be better off to just by a gophone from AT&T.
