So, yes it does. The main reason you have to be online, is because the game allows you to teamup with other online players for side missions, etc., if you decide to go that route. You don't have to, but I guess they figured it would help to entice players to hop in with other people if they were already online. When you go back to the Homesteaders base, you will see a bunch of other online players hanging out there and you can jump into missions with them if you want to invite them or look for invites. I haven't tried that feature yet, but it is there.
