“How to play DVDs with an external CD/DVD unit? I'm happy with my new Toshiba laptop, so I purchased a portable external USB 2.0 CD/DVD player/burner. The laptop recognizes the external CD/DVD unit, and I've already successfully loaded software from a DVD with it. However, I can't play DVD movies as I can with my other laptops with internal CD/DVD devices. I tried setting 'Region 1' but this also made no difference--DVD spins, then stops. How can I play DVD movies with my new external CD/DVD player/burner?”

Apparently Win 8.1 doesn't have a DVD Player. Download and install VLC Media Player which should work very well to play DVDs and other media.
