Hi! For VPN Server/Client functionality, we would recommend the Archer BE900 between the two. Yes, you can use the Archer BE900 as your primary router/gateway, then set up the Deco BE95 in Access Point Mode; however, the main Deco will need to be wired via Ethernet cable to the main router or LAN.
