The power strip does not sense anything. If your TV is plugged in, then the power strip will give it power. If you do not want power going to your TV while it is off, you can setup a schedule or turn the outlet off through the Kasa app.

Some circuits need to be always on to e.g. notice when are you trying to turn it on with the remote later. Of course you can cut all power by turning off the outlet using e.g. the Kasa app, but that's like unplugging the TV. You would need to switch it back on (manually or with the app) before you can use the TV again.
