• Yes you can.Just connect the same way as You would connect to wifi

• I don't know what you mean by Hotspot. Because that is a term used to share your Internet connection. But I'd you mean can you stream your android content to the tv yes you can you just need to be on the same wifi network. Them mirror the phone to the TV.

• I have done this a couple times when my ISP would go down. Not the best option but it does work.

• Yes. You should be able to. I used my hot spot on my iphone, so I assume it would be just as easy to use your android.
