A:AnswerI purchased this model and the row of tines furthest to the back has an adjustment tool on the left rear of the bottom rack, that gives you the ability to tilt that row of tines at two different angles respectively, but not flat.I am not sure why it wasn’t designed to lie flat as well. I must add that this row of tines is very flimsy but still functional.
