Thats about right. The Energystar IWF is 3.2, multiply that by the cubic foot capacity, 4.5 and you get 14.4 gallons. I'm assuming when they test it they use an average full load. They calculate it by measuring gallons used for a full cycle and divide it by cubic feet.
