Still waiting on refund from product that doesnt o

Would not turn on. Best Buy accepted it as a return in store after some back and forth but we have still not received a refund - apparently that has to come from the manufacturer. Any 3rd party seller ( they dont make computers so that is all of them) you dont get a refund direct from best buy even if the product doesnt work at all.
