A: This is a 60hz panel. Effective refresh rate" and "Dynamic motion rate" do not refer to the actual refresh rate. They use things like backlight scanning to make motion appear smoother, but it's not the same thing as a native 120hz panel. It's not just Vizio though, Sony/Samsung/LG/etc. do the same thing. Honestly, you're really not gonna find a 120hz TV at this size or price point. As to the panel, I wanna say it's a VA panel but with last year's V series, some of the same models could be VA or IPS depending on the serial #. I doubt it's the same with this, but unfortunately panel type isn't listed in the specs.
