Q: Why do the fans point down?
A: It has been a very common way to cool a graphics card for a while. It has been considered the "norm" given it works fairly well. All it's doing is sucking in cool air to cool off the heat sinks on the card itself. There is no need for a water cooler or anything in that nature. A: Depends on your power supply. A gold-rated 80+ efficency 750W is enough to just run this (actual is 450, but the rest of your computer also exist) with a recomended of 900w if you are into high efficency or overclocking
