A: Hi Mish, It will not. iPads or any tablet cannot function as a cell phone on its own. They can sync with a phone to be able to receive texts and calls that the phone would receive, but you would still need the phone. David, AT&T Community Specialist
A: When you are searching Refurbished iPads to purchase, the description usually states the condition of the iPad case itself. Mine said good condition and it actually was in excellent condition when I received it – it had no scratches or dents and looked perfect. Note that this was MY experience.
