A: Don't see why not. It has an AUX input so I imagine Chromecast Audio will work. Having the chromecast connected would basically give you the additional option of using WiFi along with Bluetooth. The Chromecast function would arguably be better being that your phone would no longer need to be nearby. I have hooked up a Chromecast to various speakers and systems with success, including a portable Anker Bluetooth Speaker.
Q: Would this work for a decent record player setup?
A: This is intended to send bluetooth audio to your speakers. It should work just fine to amplify your turntable.
