A: No, might want to go for something a little higher end to be able to use Microsoft Paint without lag. If you are on a budget I can recommend the 5090Ti XT Max Ultra Quadro +

A: To clarify your misconception, the Founders edition cards actually have two. The second fan is positioned on the backside of the PCB board. Essentaially "behind" the "RTX 3090Ti" Logo pictured. The cooling is sufficient for the power sockets, the Vram, as well as the GPU itself according to all specs. The DB levels of the twin fans are near exactly comparable to the triple fan setup on say the EVGA offering. Gamers' Nexus is a "Go to" for thermals & all information as far as chipset compatibility & performance. I would highly suggest you continue your research with their series on the subject of this founders' edition card.
