Pretty sure you can use it like an iPOD. no plan needed for the wifi to work.

Please try again later.Since you don't want to use the phone to talk on, why don't you think about just purchasing an Ipod it has all of the same features without the calling features. You can still download all apps and still use it as a phone through WiFi with Google Voice or Magicjack. Most often if you want to just purchase a phone without a plan, the cellular company would charge you full price without cellular and data services.
