Unlocked phones do not have service. You will need to choose a carrier and insert their SIM in the device.

Going to spend a few extra dollars for the option, or get low end for cheap, that's discontinued or just coming to the market (My BLU V50 review for example). Open a line? I am assuming have no number ready to put in the SIM. With an unlocked, it don't care. Nor do any carrier, as its not associated. Take a trip to BB, and bypass the carrier section, head over to the unlocked section. You'll see, on display, many varieties, and price points. Spend 1500, or spend 25. Up to you and what you want it to do. If you have a tablet, bring that with you. Connect to BB Wifi, and do research. Google box: {Phone Name} vs. {Phone Name}. Someone, somewhere, has done the homework for you.
