“By "new customers only" does it include those who used to be Boost-Mobile customers in the past and now aren't? Or does it only include those who have an active service? Can you activate a second pre-paid SIM after the first expires?”

If you are not currently a Boost customer then you would be considered a new customer . No you cannot purchase 2nd promo SIM after this one ends.
