Create your groups, turn you light switches on, and put tape over them. You will 'never' use them again. You don't need to. 'Routines' like sunrise and sunset (with + and - offsets) are built into Alexa's scheduling applet. The hardest thing about these things is learning to never touch a switch again and learning to think in a whole new way.
The direct answer to your question is no. The bulbs must always have power to be addressable. Even when they are not glowing, they are powered and 'listening." If they aren't, they won't work the way they're designed. You don't need those high-dollar fixtures anymore. A smart home with smart bulbs eliminates the need for them entirely. You can, and will do it all in the app (even the Cync app with no Alexa or Google assistant at all). The hardest part is learning to think about it all in a whole new way, but you'll pick up on it quickly once you have them installed.
