• No. The only Alexa skill it has is to view the camera through an "Echo Show" (and maybe Echo Spot, but I'm not sure). In other words, I don't see a way to arm/disarm via Echo or IFTTT.

• Yes. Enable the Dlink Skill in your Alexa Skill Settings.
