Apparently there are several issues: 1). A massive launch of several videocards is putting pressure on Nvidia's supply chain (it is always the case - it's hard for Nvidia to make supply equal to demand with launches like that). 2). A relatively large number of preorders. 3). Due to a larger chip area Nvidia can't make enough quality chips to produce enough cards, to supply its partners etc. AFAIK on September 27th Nvidia and partners started to ship cards at least to people who preordered them. Looks like the consensus is to wait several weeks for 2080 Ti to appear - or several months if you want them with water cooling blocks preinstalled (watercooled 2080 Ti are coming in January, unfortunately - at least that's what I read). P.S. Or you can buy a normal 2080, not Ti - there is no shortage of these.
