There is a way to force all of the processors cores on. If you type system configuration, then select the tab, boot. Select advanced options. If you click on # of processors, you can drop down the the highest number on the list. Then select ok and ok and exit. Then you will need to reboot. See if that helps your situation. Windows 10 manages your pc for effeciency, cool running etc. and this may be what's going on. You might want to research this a little.
