Could this run Dark Souls 3 at a decent frame rate? null

I honestly don't know. I play The Sims 4, with a bunch of expansion packs added to it, and it runs smoothly. My daughter plays Roblox with no problems at all. That runs smoothly as well. I have never played Dark Souls.

You will want a model with a dedicated GPU to play Dark Souls 3.
