I ordered mine online, picked it up at the store and set it up at home myself. Yes it had Windows 10 already on it.

A small amount of higher end computers intended mainly for business use may be shipped from the manufacturer with Windows 10 Pro Edition. A computer that shipped with W10 Home can be upgraded to W10 Pro Edition through the Windows 10 already installed on the computer, by typing "Windows Upgrade" into the search box, accessed by right clicking on the Windows icon on the lower left corner of the Desktop. The cost of an upgrade to W10 Pro is about $100.00, and is downloadable to the computer directly from Microsoft. A few computers may ship with the older Windows 7 operating system installed, for those persons who, for whatever reasons, may not like, or want to use W10. However, in those instances, the computer manufacturer typically offers a free upgrade to W10, and/or occasionally includes the W10 upgrade disc as part of the package. Server computers, which are intended and used mostly by medium to large business do not ship from the manufacturer with an operating system pre-installed because there are several different server operating systems from Microsoft, and a few others, and businesses prefer to pick a version that meets their needs, based on the size of the computer network, as well as features needed by the company.

If the PC you were looking at was a display model (open box etc..) it might have originally shipped with windows 8 and the upgrade would be a cost $100 perhaps. An annual subscription for Microsoft office is $100/yr (Word, excel, power point, one note, etc...)
