No. It comes with 8 and has an 8 recovery partition. You would have to wipe 100% and install your own 7.

HP does not support changing the original operating system after purchase. If you require any technical assistance such as sending the HP Desktop into an authorized service center or needing recovery disks, HP will return the machine back to you from the service center with the original operating system reinstalled or will send you recovery disks for the original operating system. HP recommends contacting Microsoft for any possibilities for a downgrade.
