It does not need the internet to charge the car, however, you will not be able to use any smart features (scheduling, power limit, etc.). There is a workaround for scheduling using the car app. Last, but not least, you will not be able to take advantage of utility company off-peak charging perks as they need data. I am not sure if connecting to a hotspot on a regular basis will work. Good Luck.
