No, not unless you have an internet connection. You must be connected to the internet for a Chromebook to work. If you create a broadband hotspot, you would then be able to use a Chromebook.

These are very internet-dependent devices. You can use microsoft word by using the office online suite. Microsoft now has this available for free, so as long as you have an internet connection, you can work on word documents and other office stuff. I know because I do this regularly.
