It will be very difficult finding a phone that cannot be tracked in todays age of technology. Yes you can turn off the phones GPS and Location services, however, every time you make/receive a phone call or text, your phone sends a signal to the nearest cell phone tower of your location in order to make/receive the call or text. Using cell phone towers, they can triangulate your estimated location. Now, if you do not wish to make/receive phone calls or texts, then you can disable the mobile network and mobile data on the phone, and just use wi-fi, in which case you basically have yourself a small tablet at that point.
