• A:Answer Yes, it is possible. I used PCmover when I upgraded from a Surface Pro 3 and the only thing that didn't transfer was my pinned jump lists (aka "recently used"). The price was very reasonable, especially considering the time and frustration saved. And their customer service when I had a problem with the original download was fantastic.

• A:Answer You can buy a cable that goes from the USB-C or the USB-A port to an HDMI monitor. I use the Surface dock that has 2 mini-USB ports and 2 cables to connect to my 2 HDMI monitors.
