If your iPhone is capable of turning into a 'hotspot', you can absolutely use this on your laptop to connect to it. 3G/4G connections are mobile data, not wifi. Once your at home and connected to Wifi, you dont need to use mobile data, but when you leave the house and your wifi connection is gone, mobile data takes over. thats how you can read your email, or post to Facebook, without using a wifi connection. Once again assuming your plan allows you to use your phone as a 'hotspot' and you dont have a plan that limits the amount of data you use, it's pretty easy to connect. It might be a little slow, depending on your connection strength and connection type, but it is possible. Once you install the software on your laptop, broadcast your iPhone hotspot and then look for it on your laptop as you would for any wifi signal.
