Yes, you do not need network connection for the system to provide the service of surveillance. You will be able to record and program the system to do provide you the information you need. Internet connection is ONLY needed when you plan on having remote access to the cameras or system. If you do not have internet, you can still get all the benefits of the system minus remote access.
