• Yes, the controllers come with (and require) an extra camera sensor. No idea if it ships free to Hong Kong.

• The price includes one sensor, two touch controllers and an adapter for a Rock Band guitar. If you have the Rift headset, this is all you need to get going with Touch. I don't know about the Hong Kong part. I bought mine locally at the store.
