“I would like to be able to use full features software after a year w/o paying fee. I don't need auto connect to financial institution or cloud service. I basically download my transactions monthly, upload and run reports for taxes. Will this work?”

Auto connect or manual connect, you need to connect to download transactions. Though ,I bought 2018 version, I have not installed 2018 version and I am using 2017 version. I am able to download transactions.

The first year is free and then you start paying about $35 a year to use the most simple form of the software. That would be the Starter version. This version allows you to do just what you want and then maybe a couple other features. If you search for plans and pricing on the Quicken website it might give you an idea.
