• It does not come with an OS or an SD card, you need to add it yourself. But there are many places you can download a Linux OS for the PI, depending on what you are using it for. Windows does not run on a PI.

• It does not. Requires a micro SD card. OS can be downloaded from the internet. There are many free ones available.
