Check the power output through the MHL adapter. I used an app from Play Store called "Galaxy Charging Current." It will tell you what the charge rate is when plugged in. Plug a charger directly to the phone and you'll probably get somewhere between 900-1900mA (max.). Then insert the adapter between the charger and phone. When I used my Rocketfish 18" cable, I got 1900mA (max rate for the S4, when battery is really low) and it dipped to 960mA as phone approached full charge. With Samsung's adapter, I got 300mA no matter what level the charge was at.

We know that the charging feature works since it works on the S3, so you might contact Samsung to ask why it won't charge the S4.
